Freight forwarder Turkey to Albania: road, sea and air

SMETRD prepares quotations for road, sea and air freight from Istanbul to Albania. The country is not an EU member and has no customs union with Turkey, so shipments follow a bilateral free trade agreement and Albanian customs rules. This page covers the road corridors, the port of Durrës and the paperwork.

Freight forwarder Turkey to Albania: scope of a quotation

A forwarder plans the transport, books carriers and prepares the documents for each border. For Turkey to Albania, SMETRD prepares quotations for road, sea and air freight from Istanbul, naming the route through Bulgaria and North Macedonia or through Greece, the transit procedure and the clearance with an Albanian customs broker.

Albania uses the lek and national customs rules. The EU customs union with Turkey does not extend to it.

Shipping from Turkey to Albania: road, sea or air?

Road suits most pallets and trailers, with a planning range of three to five days. Sea suits larger or heavy volumes through Durrës, usually with a transfer at a hub or a Ro-Ro leg through Italy. Air freight to Tirana suits urgent, small or valuable consignments through Istanbul.

Choose by delivery date, cargo size and whether the consignee is near Tirana, Durrës or the south of the country.

Road freight Turkey to Albania: the Balkan corridors

The northern route passes Kapıkule, Sofia and Skopje, then enters Albania at Qafë Thanë after crossing North Macedonia on Corridor VIII. From there the road leads to Tirana and Durrës. The distance is roughly 1,200 to 1,300 km, and the planning range is three to five days.

An alternative runs through Greece via İpsala, Kipoi, Thessaloniki and then Kakavia or Kapshtica.

Border crossings and queues on the way to Albania

A truck normally crosses four frontiers: Turkey to Bulgaria at Kapıkule and Kapitan Andreevo, Bulgaria to North Macedonia, then North Macedonia to Albania. Hamzabeyli–Lesovo and İpsala–Kipoi are alternatives. Queue monitoring data show that Kapitan Andreevo can see queues of many hours, and in bad periods more than a day.

Each non-EU border adds transit or customs formalities. Keep the TIR carnet or T1 papers and the driver's documents complete.

FTL and groupage (LTL) Turkey to Albania

A full truckload moves from Istanbul to the Albanian address on one seal and is the safer choice when several non-EU borders are involved. Groupage combines pallets from several senders, which is cheaper per pallet but adds a consolidation stop and a fixed weekly departure.

Roadside checks on the main international corridors are common, and dangerous goods fall under Albanian Law No. 118/2012.

Permits for Turkish hauliers on the Albania lane

Albania is not in the EU, so the EU–Turkey bilateral permit regime does not apply directly. Check the Turkey–Albania road transport agreement for the permit type and annual quota, and confirm the separate arrangement for transit through North Macedonia. These details were not verified for this page.

A missing permit on any leg can stop the truck. Ask the carrier to document the permit chain before booking.

Sea freight Turkey to Albania: Durrës, Vlorë and Shëngjin

Durrës, about 30 km west of Tirana, is Albania's largest port and its main container and Ro-Ro gateway; the port reported higher traffic in early 2026. Vlorë and Shëngjin are smaller ports for general cargo and bulk. Turkish containers typically use a transshipment hub such as Piraeus and a feeder to Durrës.

Durrës has berth and draft limits for large vessels, so feeders are typical. Current services should be checked with carriers.

Ro-Ro via Italy and containers to Albania

A Turkish Ro-Ro leg to Trieste or Bari can be combined with the Bari–Durrës or Ancona–Durrës ferries, which carry tractor units, semi-trailers and reefers. A direct Turkey–Durrës Ro-Ro was not confirmed. Container planning with transshipment is roughly seven to fourteen days.

Ask for the schedule of each leg to be shown in the quote, because Ro-Ro departures follow operator timetables.

Air freight Turkey to Albania: Tirana Nënë Tereza

Tirana International Airport Nënë Tereza (TIA) is the only international airport. Turkish Airlines and Pegasus fly from Istanbul, so most cargo moves on belly capacity or via European hubs, since dedicated freighter capacity is limited. Door-to-door planning is one to three days.

Chargeable weight applies. Confirm airline acceptance for dangerous goods and temperature-controlled loads.

Customs clearance Turkey to Albania

Imports need an Albanian customs declaration, normally lodged by a licensed customs broker, together with the commercial invoice, packing list and CMR or other transport document. The load travels under TIR or T1 transit through Bulgaria and North Macedonia until it reaches the Albanian customs office.

Albania uses a national declaration system, so a local broker is practically necessary.

Customs duty and the Turkey–Albania free trade agreement

A bilateral free trade agreement in force since 2008 allows duty-free treatment of originating Turkish goods. Albanian customs lists EUR.1 as the preferential origin proof, separate from the CEFTA form. No customs union and no A.TR apply, so duty depends on tariff code, origin and the agreement's exceptions.

Check the tariff line and any Albanian safeguard measure before agreeing a price.

Documents needed to ship from Turkey to Albania

Prepare a commercial invoice, packing list and CMR, plus a EUR.1 certificate or an origin declaration on the invoice to claim the preference. Steel needs EN 10204 3.1 mill test certificates, and chemicals and paint need safety data sheets. The Albanian broker needs the data for the customs declaration.

  • Commercial invoice with HS code, value and Incoterm
  • Packing list
  • CMR, bill of lading or air waybill
  • EUR.1 or origin declaration on the invoice
  • TIR carnet or T1 transit papers
  • Mill test certificate or safety data sheet

Import VAT in Albania on goods from Turkey

Albania charges import VAT at a standard rate reported as 20 percent, a figure to reconfirm with the customs authority. Duty and VAT are calculated on the customs value, which normally includes transport and insurance to the Albanian border. The consignee or the declarant settles them at release.

SMETRD does not give tax advice. A local adviser can clarify reliefs and the rules for registered businesses.

How long does shipping from Turkey to Albania take?

Planning ranges are about three to five days for a full truckload, seven to fourteen days for a container with transshipment, and one to three days by air. These are estimates only. Queues at Kapitan Andreevo, additional border formalities and ferry timetables can change them.

The quote states the expected time for the route, mode and week of dispatch.

What affects freight rates Turkey to Albania?

Mode, weight and volume, collection and delivery points, urgency and cargo type set the rate. On this lane, queues at Kapitan Andreevo, the number of non-EU borders, the choice between road and Ro-Ro through Italy, and the return-load situation from Tirana also matter. There is no fixed standard rate.

FCA, DAP and DDP are used. Clarify who engages the Albanian customs broker before booking.

Steel, plastics, chemicals and paint to Albania

SMETRD also trades iron and steel products, plastic raw materials, chemicals and paint. EU steel quotas and CBAM do not apply to a direct delivery to Albania, but local tariff, labelling and chemical rules do. Albania is aligning its chemicals law with EU REACH and CLP, and ADR governs dangerous goods by road.

See the wholesale trade page for the product groups and combine goods and transport in one quote.

Frequently asked questions

Do I need a customs broker to import from Turkey to Albania?

In practice yes. Albania uses a national declaration system, and a licensed broker lodges the declaration and handles the FTA proof of origin.

Is there a direct Ro-Ro or ferry from Turkey to Albania?

A direct Turkey–Durrës Ro-Ro was not confirmed. A typical combination is a Ro-Ro to Italy followed by the Bari–Durrës or Ancona–Durrës ferry.

Can I ship less than a full truck from Turkey to Albania?

Yes, as groupage. Pallets are combined with other cargo and follow a departure schedule, with customs papers prepared for each consignment.

Is the cargo insured?

CMR liability is limited, and the route crosses several borders, so separate cargo insurance is advisable for valuable goods.

Does A.TR apply to shipments to Albania?

No. A.TR belongs to the EU–Turkey customs union. Albania uses a bilateral free trade agreement, and EUR.1 is the origin proof listed by Albanian customs.

Which goods are restricted when shipping from Turkey to Albania?

Dangerous goods, some chemicals, food and animal products, weapons and regulated goods have special rules. Tell us the goods and HS code before booking.
