Freight forwarder Turkey to Latvia: what a quotation includes

A forwarder organises the transport, prepares documents and coordinates customs. For Turkey to Latvia, SMETRD prepares quotations for road, sea and air freight from Istanbul, naming the route through Poland and Lithuania, the customs office, the handling at the Latvian end and the documents needed by the consignee.

Latvia is an EU and Schengen state and uses the euro. The State Revenue Service (VID) is the customs authority.

Shipping from Turkey to Latvia: which mode suits your cargo?

Road is the regular choice for pallets and trailers, taking roughly five to eight days. Sea is slower and usually involves two vessels, so it suits heavy goods that can wait. Air freight to Riga fits small urgent shipments, though capacity from Istanbul should be confirmed for each booking.

The Baltic region is served by trucks returning from the Baltics, which can help the availability of a vehicle but does not change the transit chain.

Road freight Turkey to Latvia: the Via Baltica corridor

Trucks run from Istanbul through Bulgaria, Romania or Serbia, Hungary and Slovakia or Czechia to Poland, then follow Via Baltica (E67 and E77) through Lithuania to Riga. A common leg is Warsaw, Kaunas, Panevėžys and Bauska. A German port with a ferry to Liepāja or Riga is the alternative.

Road works on Via Baltica and the construction of Rail Baltica can slow traffic, though no figures were verified for this page.

Border crossings on the Turkey to Latvia route

The only external frontier is Kapıkule and Kapitan Andreevo. Beyond Bulgaria the Schengen crossings, including Poland to Lithuania at Budzisko and Lithuania to Latvia, have no systematic goods checks. The Latvian border therefore seldom stops a truck, while the Turkish side remains the main source of delay.

Goods run under T1 or NCTS transit to the Latvian destination office when customs clearance is planned in Latvia.

FTL and groupage (LTL) Turkey to Latvia

A full truckload covers the whole route on one seal and is the better choice for fragile or time-sensitive goods. Groupage consolidates pallets at a hub in Poland or Lithuania and forwards them to Riga, which lowers the price per pallet and extends the planned transit time by a few days.

Ask the forwarder how many loading metres your pallets use, since Baltic groupage is often priced by loading metre.

Permits, bans and charges for trucks on the way to Latvia

Turkish carriers need a Latvian permit plus transit permits for Poland and Lithuania, and quotas apply. A bilateral road agreement between Turkey and Latvia exists, but quota numbers were not verified. Weekend and holiday bans for heavy vehicles in Poland, Lithuania and Latvia also affect planning.

Check ban hours and any national road charges with the carrier for the week of dispatch.

Sea freight Turkey to Latvia: Riga, Ventspils and Liepāja

Riga is the largest Latvian port for containers and general cargo, Ventspils concentrates on bulk, liquid cargo and Ro-Ro, and Liepāja has the Stena Line Ro-Ro link to Travemünde. Turkish containers usually go through Gdańsk, Hamburg or Bremerhaven and continue on a Baltic feeder.

Latvia's three major ports handle large Ro-Ro volumes, but a direct Turkey–Latvia service is not known.

Ro-Ro and container routing for Latvia

A Ro-Ro leg from Turkey to Trieste, road to Germany and then the Liepāja ferry is one combined route for trailers. Another sends goods to Klaipėda and by road to Riga, but a Turkey-specific service there is not verified. For containers, plan eighteen to thirty days including transhipment.

The quote should state each leg, the inland haul from Riga and the return of the empty container.

Air freight Turkey to Latvia: Riga International

Riga International Airport (RIX) is the main Baltic hub, and cargo is mostly carried in belly space or through the airBaltic network. A Turkish Airlines passenger link to Riga should be checked at booking, and freighter options from Istanbul are not verified. Planning is one to four days.

Chargeable weight rules apply. Mention dangerous goods, batteries and temperature needs when you ask for space.

Customs clearance Turkey to Latvia

Imports need a customs declaration filed with the Latvian State Revenue Service (VID), supported by the commercial invoice, packing list and transport document, with the importer's EORI number starting with LV. VAT deferral procedures exist and should be checked, since they were not verified for this page.

Latvian customs and carriers examine consignments closely for EU sanctions and export controls, so describe the goods and the end consignee fully.

Customs duty and sanctions checks for goods from Turkey to Latvia

Industrial goods in free circulation under the EU–Turkey customs union generally enter Latvia without customs duty with the correct A.TR certificate. Steel needs EUR.1 under the separate arrangement. EU sanctions and export controls restrict certain goods, so the product, the end user and the final destination are checked before cargo is accepted.

The EU steel regime from July 2026 uses quotas and melt-and-pour evidence, and CBAM applies to importers above the threshold.

Documents needed to ship from Turkey to Latvia

The basic documents are a commercial invoice, a packing list and a transport document. Depending on the goods, add the A.TR or EUR.1 certificate, a T1 transit declaration, steel mill certificates or safety data sheets. A missing paper usually stops the load at the first customs office.

  • Commercial invoice with HS code, value and Incoterm
  • Packing list
  • CMR, bill of lading or air waybill
  • A.TR or EUR.1 where applicable
  • Importer's EORI number (LV prefix)
  • Mill certificate, safety data sheet or conformity papers

Import VAT in Latvia on goods from Turkey

Latvia charges import VAT at a standard rate of 21 percent, a figure that should be reconfirmed with the State Revenue Service. The tax base includes the customs value, transport and insurance up to the EU border. Registered businesses normally recover it through their VAT return.

SMETRD does not give tax advice. Ask a Latvian adviser about deferral procedures before the first shipment.

How long does shipping from Turkey to Latvia take?

Planning ranges are five to eight days for a full truckload, eighteen to thirty days for a container with transhipment, and one to four days by air. These are estimates and not promises. Kapıkule queues, truck bans, road works and port congestion can change them.

Confirmation of the expected time comes with the quote for the route and week.

What affects freight rates Turkey to Latvia?

Rates depend on mode, weight, volume, collection and delivery address, urgency and cargo type. The long Polish and Lithuanian legs, tolls, border waiting, ferry options and the availability of return loads from Latvia also change the price. A single standard rate does not exist for the lane.

FCA and DAP are practical Incoterms for road freight. Provide addresses, goods description, weight and dimensions with your request.

Steel, plastics, chemicals and paint to Latvia

SMETRD also trades iron and steel products, plastic raw materials, chemicals and paint. Latvian buyers need steel mill certificates with melt-and-pour data, REACH and CLP compliance with safety data sheets for chemicals and paint, ADR papers for dangerous goods, and attention to traceability rules in Baltic customs.

The wholesale trade page describes the product groups. Goods and transport can be combined in one quote to the Latvian address.

Frequently asked questions

Do I need a customs broker to import from Turkey to Latvia?

A declaration is mandatory. An importer with an EORI number can lodge it, but most use a customs agent because tariff or value errors delay delivery.

Is there a direct Ro-Ro from Turkey to Latvia?

No direct Turkey–Latvia Ro-Ro is known. Trailers usually use road, or a Ro-Ro to Italy followed by road and the Liepāja ferry from Germany.

Can I ship less than a full truck from Turkey to Latvia?

Yes. Groupage combines pallets with other cargo and follows a consolidation schedule, with a transfer at a Polish or Lithuanian hub.

Is the cargo insured?

CMR liability is limited, so separate cargo insurance is advisable for valuable goods.

Are sanctions checks needed for cargo to Latvia?

EU sanctions and export controls apply to all imports and re-exports. Tell us the goods, the HS code and the end consignee so that the shipment can be screened before booking.

Which goods are restricted when shipping from Turkey to Latvia?

Dangerous goods, some chemicals, food and animal products, weapons and goods under EU sanctions or trade-defence measures have special rules. Share the goods and HS code before booking.
