Ship agent in Turkey (Istanbul)
A ship agent in Turkey represents the owner, manager or charterer in port: notices to the authorities, berth, pilot and tug, documents and the final account. SMETRD coordinates this work from Istanbul with local agents. This page explains agency types, paperwork and what to send in advance.

What does a ship agent do in Turkey?
A ship agent acts for the owner, manager or charterer at the port. The agent files pre-arrival notices, books berth, pilot and tugs, deals with customs, port health and immigration, arranges cargo and crew formalities, advances port costs and issues the final disbursement account after the vessel sails.
The agent is the single contact ashore, which matters most when the master and the office are in different time zones.
How do I appoint a ship agent in Turkey?
Send the vessel particulars, ETA, port and operation to the agent and request a nomination confirmation. If the charter party names an agent, the owner usually appoints a protective agent in parallel. SMETRD can coordinate either role and confirm in writing who acts on your behalf.
- Vessel name, IMO, flag, GT, LOA, draft
- ETA and port
- Cargo and operation
- Who nominates the agent: owner, charterer or shipper
What is port agency?
Port agency covers everything required for the vessel's call: notifications, berth, pilotage and towage, clearance, cargo documents, supplies and cash to master. It is the standard appointment for a ship loading or discharging. The agent follows the port's rules and keeps the principal updated through the call.
What is a protective agent and when do I need one?
A protective agent is appointed by the owner to watch the owner's interests while the charterer or shipper nominates a separate port agent. The protective agent checks time sheets, laytime facts, cargo operations and costs, and reports to the owner. It is common on tramp and time charter business.
Costs are agreed in advance and the scope is written down, so it is clear what is monitored.
What is transit agency for the Turkish Straits?
Transit agency means an agent handles the notifications and communication for a vessel passing the Bosphorus and the Dardanelles without a commercial call. The agent submits the required information to the traffic service, advises on pilotage rules and keeps the owner informed about waiting and weather.
What is husbandry agency?
Husbandry agency covers non-cargo services for the ship: repair attendance, spare parts delivery, supplies, medical visits, crew matters, surveyor attendance and cash to master. It is often added to a port call when a ship has technical or crew needs that need local follow-up.
Which documents does an agent prepare for arrival?
Common documents are the pre-arrival notification, crew list, passenger list if any, ship's particulars, cargo manifest, stores list, health declaration and waste notification. Some require original copies or stamps. The agent supplies the current checklist for your port so the master can prepare before arrival.
Requirements can change, so always take the list from the agent for the specific call.
How early should the ETA and pre-arrival information be sent?
Send the first ETA and particulars as early as the voyage is fixed, then update when the ETA changes. Authorities and ports set their own notice periods, which differ by port and cargo, so ask the agent for the exact deadline. Late information is a common reason for berth delay.
Send ISPS and security details together with the first notice if required for the port.
What do customs, immigration and port health expect from the vessel?
On arrival, officials check the vessel documents, crew and stores declarations, and may inspect the ship. Immigration deals with crew status and shore leave, port health with the maritime declaration of health, and customs with cargo and bonded stores. The agent arranges the visits and accompanies the officials.
Alcohol, tobacco and other bonded items stay under seal according to the rules the agent confirms.
Can the agent arrange berth, pilot and tugs?
Yes, the agent requests the berth from the port or terminal, books the pilot and tugs and passes on the instructions to the master. The number of tugs and pilot requirements depend on the vessel, port rules and weather. They are confirmed before arrival and may change on the day.
How does the disbursement account work?
The agent usually requests a proforma disbursement account, a prefunding estimate of port costs, before arrival. After sailing, a final account with supporting invoices follows, and any balance is settled. Terms, deadlines and bank details are in the written agreement, not in this page.
Compare the final account against the proforma line by line and ask for explanations of any difference.
How are cargo documents and bills of lading handled?
The agent receives cargo documents from shippers or the owner, delivers original bills of lading to the master or the owner as instructed, and keeps a log of copies sent. Original documents have to be handled carefully, and the instructions on who may release them should be in writing.
For Turkish export cargo, the shipper's customs paperwork must match the cargo documents.
Can an agent supply cash to master and handle owner's matters?
Yes, cash to master can be arranged against written instruction from the owner, within the limits the agent and the local rules permit. The agent also handles owner's matters such as parcel deliveries, surveyor attendance and communication with the P&I correspondent when asked.
Cash advances are recorded in the disbursement account with a receipt signed by the master.
How are crew changes and shore leave handled?
The agent notifies the authorities, arranges airport pick-up and transfer to the vessel, accommodation if needed and the sign-on and sign-off formalities. Shore leave follows immigration and port security rules. Requirements depend on nationality and the port, so documents are checked before travel.
Which ports in Turkey can the agency cover?
Enquiries are accepted for Istanbul and Ambarlı, Tuzla and Yalova, Gemlik, Izmit and Derince, Izmir and Aliağa, Mersin, Çanakkale, Bandırma and Samsun. The agent for each port is a local party, and SMETRD confirms which one executes the work in the written offer.
Is SMETRD itself the ship agent?
SMETRD coordinates agency with local agents and states in each quote which company acts as agent and under which appointment. It does not claim its own agency licence or customs brokerage status on this page. Ask for the executing party's details before you confirm the nomination.
This keeps responsibilities clear for the owner and the charterer.
How to request a ship agent quote in Turkey?
Email [email protected] with vessel name, IMO, flag, type, GT, LOA and draft, ETA and port, cargo and operation, type of agency (port, protective, transit, husbandry) and special requests. A written quote follows with scope, executing agent and the assumptions behind estimated costs.
