Freight from Turkey to Bulgaria: Road, Sea and Air

Bulgaria is the first EU country on the Turkish road network, so every truck from Istanbul meets the EU external border within a few hours. SMETRD arranges road, sea and air freight to Bulgaria and explains the border crossings, tolls, euro invoicing and customs steps.

Turkey to Bulgaria freight forwarder: what SMETRD arranges

SMETRD organises trucks, groupage, containers and air cargo from Turkey to Bulgarian consignees in Sofia, Plovdiv, Burgas, Varna and elsewhere, handles the transport documents and briefs you on the customs procedure at the Turkish exit and Bulgarian entry. The short distance puts the border at the centre of the plan.

Many shipments to Bulgaria also use the country as a stage on the route to Serbia, Romania or Central Europe. State whether goods stay in Bulgaria or continue, because that decides whether import clearance or transit is required.

Shipping from Turkey to Bulgaria: which mode fits your cargo?

Road is the default because Bulgaria borders Turkey and trucks arrive in one to two days. Sea feeders to Varna or Burgas suit bulk and heavy cargo, and air to Sofia suits urgent small consignments. Truck is typically cheaper than air for goods moving between Turkey and Bulgaria.

Large single consignments of steel or granules can justify a sea leg. For daily or weekly pallets, a groupage truck or a dedicated trailer is simpler than coordinating a vessel.

Road freight Turkey to Bulgaria: Kapıkule to Sofia

The main route follows the E80 from Kapıkule through Kapitan Andreevo, Svilengrad and Plovdiv on the Trakia motorway to Sofia, about 550 km. Lesovo–Hamzabeyli serves Yambol and Burgas, and a third crossing at Malko Tarnovo carries mainly lighter traffic. Planning time is one to two days.

Border queues at Kapitan Andreevo can pass 24 hours for trucks at peak times according to queue monitors, so the border, not the distance, defines the schedule. From Sofia, Kalotina leads to Serbia and Kulata to Greece.

Kapitan Andreevo, Lesovo and Malko Tarnovo crossings compared

Kapıkule–Kapitan Andreevo is the busiest Turkey–EU road crossing, with around 1,800 trucks per day in 2021 according to one source. Hamzabeyli–Lesovo is the second truck crossing, and Aziziye–Malko Tarnovo is mainly for lighter traffic. A new crossing north of Kapitan Andreevo is planned but not operating.

  • Kapitan Andreevo: main truck route, E80, long peak queues
  • Lesovo: second truck crossing, access to Yambol and Burgas
  • Malko Tarnovo: lighter traffic, truck suitability not verified

Customs at the EU border: T1, import declarations and Schengen

Because the Turkey–Bulgaria frontier is the EU's external border, all cargo needs an import declaration or a T1 transit procedure there, and drivers face passport control. Bulgaria is a full Schengen member, but Schengen does not remove goods customs at this specific border.

Plan clearance in advance: declaration data, EORI number and transport documents must be ready before the truck arrives. We have not verified Turkey's membership of the Common Transit Convention for every procedure, so confirm with your agent.

BG TOLL, permits and Bulgarian road rules

Trucks over 3.5 tonnes pay a distance-based charge through BG TOLL, while lighter vehicles use an e-vignette. The rate depends on road class, axles, emission class and weight, and a CO2 factor was planned from 1 July 2026. Turkish hauliers need bilateral or transit permits on a reciprocal basis.

A 2024 report described a dispute over a fee charged to Bulgarian-plated trucks under bilateral haulage, showing how contested the permit regime is. Strikes and truck blockades have halted Kapitan Andreevo more than once, so keep contingency time.

Sea freight Turkey to Bulgaria: Varna, Burgas and Ruse

Varna and Burgas are the Black Sea ports for containers, ro-ro and bulk, and Ruse is the Danube river port. Short Marmara or Black Sea feeders from Ambarlı, Gemlik or Derince take about one to three days at sea, though we have not verified their frequency.

Varna West is a bulk and general cargo terminal, which suits steel and raw materials. For most consignments the overland route is faster and cheaper, so sea is a specialist choice for weight.

Container and ro-ro options for Bulgaria

A container to Varna or Burgas gives a sealed 20 ft or 40 ft box from the Turkish supplier to the Bulgarian receiver, but a verified Turkey–Bulgaria ro-ro line is not available to us. An Istanbul–Constanța ro-ro service has existed, and trucks continue from Romania.

Compare the container total with a truck: terminal fees, drayage and waiting time can make a short sea leg more expensive than the road.

Air freight Turkey to Bulgaria: Sofia, Varna and Burgas

Sofia Airport (SOF) is the main cargo airport and receives Turkish Airlines and Pegasus flights from Istanbul. Varna (VAR) and Burgas (BOJ) are seasonal and passenger-focused, with limited cargo. Transit is one to two days, a planning estimate that includes handling.

For shipments between Turkey and Bulgaria, air competes with road only when time is critical or the goods are of high value. Check the chargeable weight before choosing.

Customs duty, A.TR and EUR.1 for Bulgaria

The A.TR certificate proves free circulation for industrial goods such as plastics, chemicals and paints under the EU–Turkey customs union, but it is not an origin certificate. Steel and ECSC products fall under a separate arrangement and use EUR.1. From 1 July 2026 an EU quota regime applies to steel.

One exporters' association reports a Turkish country quota of about 2.86 million tonnes, though other numbers circulate, so we regard it as unconfirmed. Quotas are first-come, first-served by quarter, which means remaining volume must be checked before shipping.

Documents for a Turkey to Bulgaria shipment

Prepare a commercial invoice, packing list and CMR, plus A.TR or EUR.1, an import declaration or T1, and the importer's EORI number. Steel needs EN 10204 3.1 certificates and melt-and-pour evidence, and chemicals and paints need safety data sheets and ADR papers.

  • Commercial invoice, packing list, CMR
  • EORI number and customs declaration or T1
  • A.TR (plastics, chemicals, paints) or EUR.1 (steel)
  • EN 10204 3.1 certificate and melt-and-pour evidence
  • CBAM authorised declarant number above 50 t a year
  • SDS and ADR documents

Bulgarian VAT and euro invoicing

Bulgaria adopted the euro on 1 January 2026 at 1.95583 lev per euro, so invoices and prices are in euro, and the lev has been withdrawn. Standard VAT is generally 20 percent, which we have not re-verified, charged at import on customs value, duty and freight.

Registered importers normally recover import VAT through their return. Confirm the rate and your situation with a Bulgarian accountant; we do not give tax advice.

How long does shipping from Turkey to Bulgaria take?

A truck from Istanbul to Sofia normally needs one to two days, plus any border queue, which can exceed 24 hours in peak periods. Black Sea feeders take roughly two to five days port to port, and air cargo one to two days. All are estimates.

What affects the cost of shipping from Turkey to Bulgaria?

On a short lane the border dominates cost: waiting time, customs handling, transit guarantees and permits weigh more than distance. Fuel, BG TOLL, load size, mode and delivery point also count. SMETRD quotes on request for the actual cargo and crossing.

A truck waiting for a day costs the carrier, and that cost reaches the quote. Early documents and complete data cut the risk of idle time.

Steel, plastics, chemicals and paint into Bulgaria

SMETRD trades steel products, plastic raw materials, chemicals and paint. For Bulgarian importers, steel is subject to EU quotas and CBAM, chemicals follow REACH and CLP with an importer or Only Representative registration, ADR applies on the road and decorative paints must meet VOC rules.

Customs inspection at Kapitan Andreevo can add delay for chemicals. The wholesale trade page lists product groups, and we can add the freight to the offer.

Frequently asked questions

Why does the Bulgarian border cause delays?

It is the EU's external border, with customs and passport control. Peak queues at Kapitan Andreevo can pass 24 hours for trucks, and strikes or blockades have stopped traffic more than once.

Can I use the lev on invoices?

No. Bulgaria joined the euro on 1 January 2026 and the lev has been withdrawn, so invoices and prices are in euro.

Which crossing is best for a truck?

Kapitan Andreevo and Lesovo are the truck crossings. We choose based on destination and queues, and Lesovo helps for Burgas and the Black Sea coast.

Do I need T1 for Bulgaria?

Only if goods travel under customs supervision to a place of clearance elsewhere. If cleared at the border with an import declaration, T1 is not needed.

Is steel from Turkey restricted in Bulgaria?

Steel follows the EU quota regime from 1 July 2026, with melt-and-pour evidence and a 50 percent out-of-quota duty. Check the quota status for your product.

Is sea freight sensible for a shipment to Bulgaria?

Only for heavy bulk cargo. For most pallets and trailers the road is faster and cheaper.
