Freight from Turkey to Moldova: Road, Sea and Air

Moldova is landlocked, outside the EU and an EU candidate, and trades with Turkey under a free trade agreement rather than the customs union. Most cargo comes by road through Bulgaria and Romania. This page covers the route, the border into Moldova, sea and air alternatives and the paperwork.

Freight forwarder Turkey to Moldova: what to expect

Freight from Turkey to Moldova is mainly a road move through Bulgaria and Romania, with two border stages: the EU entry from Turkey and the Romania–Moldova crossing. Moldova is outside the EU customs union, so import clearance happens at a Moldovan customs office under national rules.

Sea and air exist as alternatives, but because Moldova has no seaport of its own, sea freight always includes an inland leg from Romania.

Shipping from Turkey to Moldova: which mode is best?

Road is the default because it avoids transshipment and delivers to Chișinău and other towns directly. Sea through Constanța suits heavy volumes that are not urgent. Air suits small, valuable and time-critical goods. Choose by weight, deadline and whether the receiver can accept containers.

For regular supply of steel, plastics or paint, trucks are used. Containers via Constanța make sense for larger shipments with flexible delivery dates.

Road freight Turkey to Moldova: route and transit

Trucks leave Istanbul through Kapıkule into Bulgaria, cross Romania towards Iași or Galați and enter Moldova at a Romania–Moldova border post, then continue to Chișinău. A planning range of about three to five days applies for a full truck, and queues at the Moldovan border can lengthen it.

Crossings such as Albița–Leușeni, Sculeni and Giurgiulești–Galați are commonly named, but current hours and queue lengths were not verified. Plan a buffer for the Romania–Moldova stage.

Which border crossing do trucks use into Moldova?

After Romania, the usual truck routes enter at Albița–Leușeni on the way to Chișinău, at Sculeni in the north-west, or by the Danube at Giurgiulești. These names come from general knowledge, so capacity and opening hours must be checked with the carrier before departure.

Because Moldova is not in Schengen, goods and drivers are checked on each entry. Queues at the Romania–Moldova posts can be long, so documents should be complete before arrival.

FTL and groupage (LTL) Turkey to Moldova

A full truckload books one trailer for a single shipper and is sealed once at loading. Groupage or LTL combines several shippers on one truck, which suits smaller volumes for Moldovan importers but follows a scheduled departure and may add a stop for separate customs clearance.

For mixed pallets of paint, plastic granules and chemicals, groupage works only if dangerous goods rules are met for every consignment on the trailer.

Road permits and transit rules for Turkey–Moldova trucks

A 2018 Moldovan government decision reportedly liberalised road permits with Turkey, but confirm the current status. The practical constraint is the Romanian transit permit for Turkish carriers. Moldova also charges a road user fee to foreign vehicles, with rates not verified here.

Ask the carrier which permits cover Bulgaria, Romania and Moldova and whether any quota applies in the month of shipment.

Sea freight Turkey to Moldova via Constanța and the Danube

Moldova has no seaport; its only Danube port is Giurgiulești. Containers from Ambarlı or Gebze normally go to Constanța in Romania and continue by truck or rail to Chișinău. Odesa was also used historically but is disrupted by war, so Romania is the practical gateway.

Port-to-port time to Constanța is planned at about one to two weeks, plus two to three days inland. These are estimates, not a published schedule.

Container shipping Turkey to Moldova (FCL and LCL)

Containers travel in two stages: ship to Constanța and then a truck or rail leg in transit to a Moldovan customs office. FCL suits full 20 ft or 40 ft boxes, while LCL is consolidated at the Turkish port. Both need a transit document covering Romania.

Ask the quote to include port handling in Constanța, the transit declaration and the empty container return, which is often forgotten for landlocked destinations.

Air freight Turkey to Moldova: Chișinău Airport

Chișinău International (KIV) is the main airport, and Turkish Airlines and Pegasus have served it, though current schedules were not verified. Cargo capacity is limited, so shipments are planned for about one to three days via Istanbul. Route disruptions in the region can change availability.

Air freight is priced on chargeable weight. It is best used for samples, spare parts and documents that cannot wait for a truck.

Customs clearance Turkey to Moldova

Goods are declared to the Customs Service of Moldova with the invoice, packing list, transport document and origin proof. When cargo enters via Romania it usually moves under T1 or TIR to the Moldovan customs office, where the import declaration is lodged and duties settled.

Moldova has a free trade agreement with the EU, so some EU-aligned technical rules apply. Certificates of conformity or phytosanitary documents are needed for certain products.

Turkey–Moldova free trade agreement: duty on Turkish goods

Moldova is not in the EU–Turkey customs union. A Turkey–Moldova free trade agreement, signed in 2014 and in force since 1 November 2016, removed duties on industrial goods, with the phase-out ending in November 2020. Preferential origin must be proven for the benefit to apply.

Moldova may still apply excise, VAT and safeguard or anti-dumping measures. Check the tariff code for each product line.

Documents needed to ship from Turkey to Moldova

Prepare a commercial invoice, packing list and CMR or bill of lading, plus an origin certificate under the free trade agreement, a transit document for Romania and any conformity or phytosanitary certificates. Which origin form Moldova accepts, EUR.1 or A.TR, has not been verified.

  • Commercial invoice with HS codes and Incoterm
  • Packing list
  • CMR (road) or bill of lading (sea)
  • Origin proof under the Turkey–Moldova FTA, form to be confirmed
  • T1 or TIR carnet for the Romanian transit
  • Certificate of conformity or phytosanitary certificate where applicable

Import VAT in Moldova on goods from Turkey

Imports into Moldova are subject to import VAT, collected by the customs service on the customs value. The standard rate was not rechecked for 2026, so confirm it with a local tax adviser. The value includes freight and insurance up to the Moldovan border, and the transport invoice should show them.

SMETRD does not give tax advice. Agree with the buyer who acts as importer of record in Moldova.

How long does shipping from Turkey to Moldova take?

Planning ranges are about three to five days for a full truck by road, one to two weeks by sea to Constanța plus two to three days inland, and one to three days by air. Border queues, permits and Romanian transit formalities can stretch road time quickly.

Figures are indicative. The expected time is confirmed once route, mode and loading date are fixed.

What affects freight rates Turkey to Moldova?

The mode, truck type, weight, volume and the pickup and delivery points drive the price. Border waiting time at the Romania–Moldova posts, permit costs, fuel, tolls and seasonal capacity also matter. A single standard rate for the lane does not exist.

Send the loading address, the Moldovan delivery town, goods description, HS code, weight, dimensions and Incoterm to receive a quote for the mode you prefer.

Steel, plastics, chemicals and paint to Moldova

SMETRD also trades steel, plastic raw materials, chemicals and paint. The EU steel regime and CBAM do not apply to direct Turkey–Moldova trade, though re-export into the EU would trigger EU rules. Moldova is aligning with REACH and CLP, so Romanian-language labels and SDS are expected, and ADR applies.

Moldovan safeguard or anti-dumping measures on steel were not verified. Check them before agreeing a contract.

Frequently asked questions

Is Moldova in the EU customs union with Turkey?

No. Moldova is an EU candidate, not a member. Trade with Turkey runs under a bilateral free trade agreement, and goods are cleared by Moldovan customs.

Yes, through Constanța in Romania with a truck or rail leg under transit. Moldova has no seaport of its own.

Do I need an A.TR or an EUR.1 for Moldova?

Preferential origin proof under the free trade agreement is needed. We have not verified which form Moldova accepts, so confirm it with a broker.
